This bug is reproducible on two different (but similar) HP laptops using Xbox Live (the Microsoft X-Box 360 webcam) cameras.
The workaround is the same: install a PCMCIA USB card (I've tried two different models, different chipsets) and plug the camera in the PCMCIA's USB ports instead of the PC's native USB ports. At reboot, the camera will now be detected correctly.
