This problem is fixed upstream in version libexplain 0.19.D001-1 (currently stuck in Debian unstable). In the newer version, this use of TIOCGHAYESESP as well as numerous other constants are protected by #ifdef -- so this is likely to be just one of many similar platform specific build problems.
