I can confirm this even in Kubuntu 6.10, fully updated to KDE 3.5.6.
I tried to install a package from "/home/nrg88/media1/Kitt Linux and 
other/Basket Note Pads" via the Kubuntu Package Menu in Konqueror, hitting 
right click.
I get:
