'who' depends on /var/log/utmp being populated in order to show the
current users. Most X programmes do not set it. This is *not* a failure,
but simply the way 'who' works.

I am closing this bug INVALID (working as designed). If you disagree
with my action, please reopen and provide the following:

1. the output of 'who --version'
2. the output of 'who -a'
3. the reasoning of why the issue still exists.
