Turns out this is partially a duplicate of [[41427]]; I had inadvertently activated slow keys. In addition, there's another bug: when adding a new USB keyboard when Slow Keys is activated, the new USB keyboard doesn't honor the Slow Keys setting. In my case, this made my new keyboard actually useful, but I don't imagine this is the correct behavior.
