This bug may be a duplicate of https://bugs.launchpad.net/bugs/80755 Please try the workaround of disabling the location entry box in the extract window, i.e. show the file path as path element buttons instead of allowing you to type the path at the top. If the location entry box is not there, the first input element of the extract window correctly becomes the file selector. If the box is visible, it is focused instead of the file selector, and selections do not take effect, and nothing is extracted.
