The latest upstream version of system-admin-guide is the one included in karmic. See for yourself at the bottom of this page: http://library.gnome.org/admin/system-admin-guide/2.28/index- info.html.en
The fact that this guide is outdated is one of the reasons that we don't include it in any of the links found in the Ubuntu onboard system help. It's also not very useful.
