I agree. I have two machine running the latest upgrade of Karmic. One behaves perfectly well. the other has the oddities mentioned. If you have a split panel on the right with the selected message in the bottom panel then running the mouse over the dividing line does not give the double headed vertical arrow. "Sometimes" the arrow will appear when you slide the mouse over the line into the upper panel and the cursor remains like that until you exit the upper panel. If you click the boundary line (to adjust the sizes of the two panels and then slide the mouse up the double headed arrow cursor remains ... until you slide the cursor out of the upper panel. Really strange behaviour.
As I have mentioned previously, I have at times changed compiz settings and for a while the strangeness disappears... only to reappear on reboot.
