Status in Ubuntu: New

Bug description:
I have had the following problems installing the new 9.10 version of Ubuntu
from CD:

1) Ubuntu can not detect the proper monitor resolution. I have tried two
different monitors with the same issue.
2) I can not run dpkg-reconfigure. It does nothing at all when I try.
3) I can not set the display setting in the display GUI
4) It did not migrate my user accounts from Ubuntu 9.04

Various other annoying problems as well.
