Simmilar to Schmankerl's fix, I have found that running the following
(as root) fixes the problem for the current session.  It provides OSD,
and still appears to do double stepping.  Presumably this could be added
to rc.local as well to make it permenant.

cp /sys/devices/platform/thinkpad_acpi/hotkey_all_mask
/sys/devices/platform/thinkpad_acpi/hotkey_mask

This also has the side effect of making my brighness buttons work, but I
have not seen any negative side effects.
