I have since gotten around this problem. It turns out my initramfs was broken by having been built while libraries were specified in ld.so.preload (those needed for dante-client to run in the background). I'm sure my configuration caused this problem, but I am not sure exactly how.
Still, there must be a way to ensure keyboard support in busybox. As in my case, where initramfs was loading things in some crazy order, busybox could potentially be loaded before the keyboard module.
