mish: I've gone ahead and sponsored this for upload, with a few changes.
So you know for future reference:

 - If a package was changed in Ubuntu (as opposed to Debian), the format
of the version number is
<upstream_version>-<debian_revision>ubuntu<ubuntu_revision>. If we're
not taking the package from Debian (which we're not here, because they
don't have this version), the second half should look like -0ubuntu1 or
-0ubuntu2 or whatever. I changed the version number in this case to
0.0.20061216-0ubuntu1.

 - It's helpful for sponsors if there's a patch attached to the bug. For
upgrades like this, just attaching the .diff.gz like you did is fine,
but it shouldn't have the ~ppa1 extension for PPA uploads. It's also
helpful if you can put a direct link to the new .orig.tar.gz in the bug
itself.

 - Since you originally posted your .diff.gz, there was an upload to
Karmic (version 0.0.20050615-2.1ubuntu1) to fix bug #452282. If you're
trying to attract attention to an old bug, it's very helpful if your
diff is based off of the release currently in the archives.

 - Even if you don't need to rebase the .diff.gz on top of the current
release, it makes the sponsor's life just a little bit easier if you can
upload a new .diff.gz with a changelog entry referring to the current
development release, instead of an old one.

 - When making changes in Ubuntu, you should be sure to update the
Maintainer/XSBC-Original-Maintainer fields if necessary (see
https://wiki.ubuntu.com/UbuntuDevelopment/FAQ#What%20does%20XSBC-
Original-Maintainer%20mean?)

 - Your package included changes to debian/dirs and debian/docs. The
former isn't necessary as it's created by the upstream makefile, and the
latter isn't necessary as dh_installchangelogs is called with CHANGES as
an argument in the rules file.

 - I had to fix a fairly long list of build errors.
