@ChrisW: OK, I am back, sorry for the delay. I am not sure what is the problem, but I still think this is working as intended-- if in en_US, for example, sort will ignore punctuation marks and case, and this seems to be your case.

Nevertheless, WONTFIX is incorrect -- sort is working as intended. Perhaps this should be taken with the folks that define the locales, specifically the en_US. This, after all, is based on what they decided.
