This seems to be caused by an error in the Kubuntu scim-qtimm package

After purging this package Konqueror correctly displays 28.45 for the
above test case. Also as expected, maps.google.com now correctly scrolls
the map to the right location.

In the shared QT version of Opera 9, this proplem with scim-qtimm causes
Opera to drop places also in CSS rules. For example a value like 1.7em
becomes 1.0em and causes wrong display on sites like wikipedia.org which
rely on relative units for font size, line height, margins and similar
properties.
