This seems to be caused by an error in the Kubuntu scim-qtimm package See http://my.opera.com/community/forums/topic.dml?id=144404
After purging this package Konqueror correctly displays 28.45 for the above test case. Also as expected, maps.google.com now correctly scrolls the map to the right location. In the shared QT version of Opera 9, this proplem with scim-qtimm causes Opera to drop places also in CSS rules.
