I have the same problem. In my case ( tv-card : Compro Videomate Gold+ ) I compared the kernel messages between (non-)working kernels and in my case there are 2 tuners on my card - one for radio and one for tv. With the working kernel 2.6.28 both tuners and thus the tv tuner is being loaded. Newer kernels ( up to git ) only load a single tuner ( the first ) which is the radio tuner but the tv tuner will not be loaded so that tuning tv is not possible ( probably because it tries to tune tv using the radio tuner ) :
