I have the same problem. In my case ( tv-card : Compro Videomate Gold+ )
I compared the kernel messages between (non-)working kernels and in my
case there are 2 tuners on my card - one for radio and one for tv. With
the working kernel 2.6.28 both tuners and thus the tv tuner is being
loaded. Newer kernels ( up to git ) only load a single tuner ( the first
) which is the radio tuner but the tv tuner will not be loaded so that
tuning tv is not possible ( probably because it tries to tune tv using
the radio tuner ) :

dmesg 2.6.28 :

[   23.940844] tea5767 0-0060: type set to Philips TEA5767HN FM Radio

Could anyone else hit by this bug check if he has more than one tuner
being detected by 2.6.28 and only one tuner by 2.6.31+ as well ?
