I can confirm that I have seen the same behaviour with my waltop/aiptek tablet. Frustratingly it works "out of the box" with 9.04
When trying to use the tablet with Gimp you need to go to edit/preferences and activate the tablet as an input device. There is a pull-down menu of available devices. Under Ubuntu 9.10 there is a single waltop related entry. However, under 9.04 there are four entries (eg tablet, pen, eraser ...) This bug should be considered confirmed. As to its severity - well opinions could differ but if you want to use your nice tablet with Linux then it's a total show-stopper.
