Wrong. The TeX Live Manager is *not* shipped with Debian, thus it will not be shipped with Ubuntu neither. The reason is that tlmgr would interfere with the packaging infrastructure of Debian/Ubuntu. OTOH, we might now update the TL package in more regular intervals rebasing them on current svn snapshots of upstream. On another hand (how many do I have), if I find time and finally complete the implementation of TeX Live Manager User Mode, so that tlmgr can be used to manage TEXMFHOME (installation/upgrade etc) that would help, too.
