I also have this problem. CUPS doesn't start on boot. It happened after one of the more recent updates (I now have CUPS 1.4.1) on both my desktops running Karmic (fresh installs). No problems until less than a week ago.
I've searched the web and found this and other threads about people having similar problems, but no solution yet.
