We have a customer with this bug: since he updated some packages on 2009-12-03 cups won't start on boot (he hadn't updated since 2009-11-09).
If we run "sudo /etc/init.d/cups start" it starts without problems. We found that the "/etc/init.d/cups" script is simply not run on boot!
