Same problem here - very frustrating problem indeed. Thankfully I found this report. Deleting everything in ~/.gconf/apps/panel fixed my problem.
This happened when I was trying to reorder the items in the top panel. I think I accidentally selected "Delete this panel" when I meant to just move an item. I was over the notification area, so it's possible that I removed that though. Either way I ended up with unusable horrible crashing panels which made everything on the screen bounce.
