I believe I have this issue too.

When a window such as pidgin has a notification event, it tints the
gnome-panel listing blue.  But, as soon as I mouse-over the window in
gnome-panel sidebar (vertically oriented), the scaling of the @!#(*!@
buttons instantly changes to a double-row.  If I then mouse-over the
button again (completely illegible now because it's too narrow), the
buttons are re-scaled back into a single row!

This makes gnome-panel unusable.  Most of the time, a single-click of a
window in gnome-panel merely results in nothing happening.  Every tenth
single click or so, the window maximizes.
