Per, Instead of building it from source, you could try the packages from the Network-Manager "trunk" PPA, here: https://edge.launchpad.net/~network- manager/+archive/trunk
You could try to use the NM_VPNC_DUMP_CONNECTION=1 parameter when starting NetworkManager with the updated versions from the PPA, as such: sudo NM_VPNC_DUMP_CONNECTION=1 /usr/sbin/NetworkManager --no-daemon This will give you additional information on the VPN connection. You could attach the information here, but if you do you should first make sure that you look at the resulting output very carefully as it displays a lot of potentially sensitive information. I'm quite unsure where to go from here, as there is no way I am able to reproduce the problem here.
