Steve, thanks for your report. I feel that 600 is better for permissions
on this file as it is more secure, and after discussion, I decided to go
with 600 instead of 640 (both work). The community wiki as well as
other experienced users in OpenSSH also suggest 600. Fix committed to
Lucid development branch, rev. 396.
