I have a Samsung HM250JI SATA notebook drive in an external enclosure (ICY BOX IB-290StUS-B) which doesn't spin down by default either.
On Hardy/Intrepid I could use the suspend-usb-device skript, it worked out of the box. So did a manual sdparm --command=stop. I could hear the drive spin down when I put my ear to it. Now I'm using Kubuntu Karmic and both the sdparm command and the skript (as a logical consequence it seems) stopped working.
