No, read the part about configuring PA to only adjust one mixer control.
It's the control= parameter passed to module-alsa-s{ink,ource}.

This is not what I see. My volume is shown at some percent x but is
super loud. When I just "jiggle" the sound control it jumps to where it
should be and is fine for the lifetime of the boot. These "Volume range
anomalies" seem to be more run-time related whereas my issue is a one-
time deal at boot.
