Unfortunately, yes it is still an issue with 9.10. I've updated this
morning to:

Linux bm-laptop1 2.6.31-16-generic #52-Ubuntu SMP Thu Dec 3 22:07:16 UTC
2009 x86_64 GNU/Linux

and it still occurs. One change though, what I previously wrote about
turning the radio switch off and then pluggin out...does not work
anymore too.

The only work around I currently use is, put my laptop in suspend and
wake it up again. After the wakeup, if my computer was plugged in power,
the wireless works normal again.

Please let me know if you need more info which can help solving this
issue.
