I ran into this same issue. My workaround was to download and install
the deb form this location

    http://packages.ubuntu.com/jaunty/i386/libode0debian1/download

then install python-soya from synaptic.

    sudo apt-get install python-soya

should now work as well. I do agree that the dependencies should be
changed if soya can use libode1
