I did some experimentation, and while I'm not entirely sure how Ubuntu implements the dbgsym package generation, I think the problem is that the openafs package is running dh_strip --dbg-package=openafs-dbg and then explicitly deleting the debugging symbols for anything other than the servers. I suspect that running dh_strip in this mode breaks the automatic dbgsym generation, and then the openafs-dbg package doesn't contain all of the symbols that you want.
