I'm not seeing anything upstream re this. It's been a long time since I looked at this bug (I'm not a RB developer). I still experience the same behavior in 0.11.5, and when it does happen, I either go to the podcast website or read the feed directly, then I download the file with Firefox or wget.
I run 0.12.5 on Karmic, but I haven't downloaded any podcasts yet. This weekend, I'll try KaiT's experiment (see #16 above) and report what I find.
