To follow up the previous...

I went to the motherboard BIOS setup (Gigabyte motherboard) and disabled all 
'legacy' ports - serial, parallel... everything I could find.
Now, FINALLY, for the first time in two years I can leave my printer turned on, 
reboot the computer, and still have a working printer. Something during the 
bootup was preventing the hp-usb port form being properly installed.
