I think this would fall under a papercut. Subscribing them to see what they think. My thoughts: Restart and Shutdown should not bring up a 60 sec timer by default. Something like 10 sec should be default. And more importantly, this countdown should be able to be disabled via a GUI option, somewhere besides gconf. Whether that's a preferences menu for indicator-applet-session or elsewhere is debatable.
