I have this problem in Ubuntu 9.10 as well. Upon resuming from suspend,
sometimes by Bluetooth mouse no longer works.

When things are not working:
 - the mouse shows up in the list of connected devices
 - the Bluetooth receive light on my laptop blinks when I move the mouse or 
click the buttons
 - no movement or clicks are possible with the mouse

A workaround I've found that works is to log out and then log in again.
Something in those initialization routines (maybe X) causes the mouse to
move again. Perhaps this is a permission issue.

My mouse is a Logitech MX900 and my Bluetooth controller is a mystery
(Lenovo x200s, internal USB connection, no idea what chipset).
