I upgraded from 9.04, which I had Spanish working for one of my users, and
after the upgrade the Spanish went away. I then updated my language packs,
selected Spanish for my user, but it remained english even though the
Language settings show spanish.

Language Support or manually installing the packages), the default
installation only has English language.
