No, it's meant to be there. So you don't have it, which is ok, because
Xorg moved away from needing one (usually). Create the file and add this
to it:

Section "Device"
        Identifier "Configured Video Device"
        Driver "radeon"
        Option "AccelMethod" "EXA"
EndSection

And restart your Xorg. That'll override any built-in defaults in Xorg.
But please remember that I'm just assuming here you're on a ATI GPU
(thus the "radeon"). You've not verified having this type of GPU. The
whole point of this fix is based on the assumption.
