I'm trying to reproduce this problem but so far I haven't had much luck -- looks like for "standard" disconnects (the user chooses to disconnect the vpn), it still works for new connections. I will try "failure" cases by unplugging my wired connection too, and report back...
@Per, was your system also upgraded from another version of Ubuntu, or was it a new installation? @pat.pannuto, any chance you could run 'apport-collect 475814' in a terminal? This will run a number of scripts to gather the versions of network-manager, network-manager-vpnc and network-manager-gnome, among other things.
