Public bug reported:

Since I upgraded my system from 9.04 to 9.10, I see that the notification 
balloon is misplaced. 
Instead of appearing the top right, it is display little below the top right. 
When I ran "notification-properties",
even though I change the area to say, bottom-left instead, it still shows up on 
that same spot as it was before.
I searched all over the fourms but did not find any good solution.
