The bug your point to is different in that the problem there seems to be that
the default kernel is not updated.
update-manager will always keep the current running kernel because its the only
way to ensure that the system
will still be bootable after a upgrade (assuming the new kernel has a severe
regressions for the hardware that
the user has).
