Binary package hint: apt

Although apparently not documented (see Bug #87315), it appears that the
default APT::Periodic::Download-Upgradeable-Packages setting in
/etc/apt/apt.conf.d/15adept-periodic-update:

APT::Periodic::Download-Upgradeable-Packages "0";

should cause upgradeable packages not to be downloaded and yet they are
downloaded.

Steps to reproduce:

1.  Install Feisty
2.  Wait for periodic new package detection to detect new packages
3.  Watch hard drive suddenly start to thrash for no apparent reason
4.  Note new package indicator in the GUI (Adept in my case)
5.  Install new packages and notice they have already been downloaded.
6.  Inspect /etc/apt/apt.conf.d/15adept-periodic-update and discover that 
APT::Periodic::Download-Upgradeable-Packages "0";
