Solution:

I too found this problem in my 9.10 install, so I did a little bit of
digging.

It seems that someone has renamed "menu.lst" with "grub.cfg".

At least they kept grub.cfg in the same directory (/boot/grub).

So, if you're following these instructions:

Then, just use "grub.cfg" whereever you would have used "menu.lst".

For my config:
default = 0 --> boot my new Ubuntu install
default = 1 --> boot Ubuntu in safe/recover mode
default = 2 --> memory test
default = 3 --> another memory test
default = 4 --> my pre-existing Windows install (XP, Vista, ...)


As of Nov 11, 2009, the above "help" link was still listing "menu.lst" as the 
file to edit.  Can someone on the Documentation Team edit this?

To configure a dual boot, you need to edit the menu.lst from the grub. this 
file is missing in Ubuntu 9.10. is there any other way to configure the boot 
menu?? i tried the steps mentioned in the documentation to configure n change 
the default oprating system
