Public bug reported:

Binary package hint: grub

update-grub was not updating my menu.lst file. To test, I created an
empty menu.lst file and ran update- grub. The only contents was a bunch
of comments but no config or kernel lines but the output from update-
grub was as everything was right.

I don't know what else I can do to help find the problem.
