I have the same win TV card. I have it working with an on screen remote after much trial and error. Make sure you have IVTV, VLC media player and java installed. Go here, http://tvremote.sourceforge.net/documentation.php and follow the instructions to install CSMonkey TV Remote. I have tried it with media player and found it buggy but it works perfectly with VLC Player.
