Public bug reported:

Binary package hint: gnome-panel

I upgraded from 9.04 to 9.10. When I log into my dell mini 9 (NBR) the
gnome-panel seems to be ok. As I launch other programs (not particular
to a certain application or order of launching) the gnome-panel
disappears. I uploaded an attachment so that you can see what it looks
like as it disappears. The panel is still there because I can hover over
and access opened applications.

If I issue pkill gnome-panel it restores the panel back to the correct
view. But after a few more minutes it will disappear again.
