Sorry, my mistake. The problem you having is temporary due to the slow package building speeds. The clamav-base package is an arch all package (architecture independent) so after i386 built, clamav-base was available on all architectures (x86_64 too). But on x86_64 the rest of the packages aren't available yet, that's how if failed to resolve dependencies when you tried to upgrade.
Please monitor this page https://launchpad.net/ubuntu/+source/clamav/0.95.3+dfsg- 1ubuntu0.09.04~dapper1, and try upgrading after the build is done for amd64. You can see what is done at the "Builds" section.
