I've been using 9.10 64-bit for a couple of weeks now, and the problem persists. I've followed your suggestion and to no avail. In fact, non of the Fn+Fx key kombination generates any scan codes, not even the ones which does launch something (for instance Fn+F7 for the calculator). The other, normal keys generates scan codes.
