Same problem for me on Jaunty (2.6.30 custom) or Karmic (2.6.31) with the built in cam on a Lenovo T400. Cheese and Skype are over exposed and have slow framerate ~5fps. However luvcview is crystal clear and snappy ~30fps. I think its an overexposure problem. Like I said, Cheese and Skype are way too bright and very motion blurred, but on luvcview you can lower the exposure until it looks right.
The solution I think is to provide a way to adjust the exposure time in those programs, similar to http://brainstorm.ubuntu.com/idea/12138/.
