I also see extremely slow performance of my Windows XP virtual machine with -m 1024, on every bootup. I think it is because of IO limitation (running Windows file system on top of a Linux file system), not CPU/RAM limitation, but I have not figured out how to speed it up. For what it's worth, Linux virtual machines with kvm run like the wind.
