I think I have this bug on 9.10 after both an upgrade and a fresh install on my system which uses an ATI 9600XT graphics card.
I had no problems using Compiz on 9.04. Interestingly, when I boot my system from the 9.10 CD, Visual Effects do not work, however when I boot from an earlier 9.10 alpha CD they work fine - so I guess this can be considered a regression? $ compiz --replace Checking for Xgl: not present. xset q doesn't reveal the location of the log file.
