Joshua, Yes, I meant connecting/disconnecting the client applet, not network- manager. I can reproduce it by trying to connect/disconnect the client until it either crashes and generates the error or locks up. When it locks up I am not able to change the state anymore. To reproduce I have to do the connect/disconnect cycle as fast as possible by clicking on the U1 applet. I know it might not be a real world scenario, but try it for yourself, see if you can reproduce it.
