Public bug reported:

This problem occurred in Ubuntu 9.04 and 9.10. It has something to do
with when the OS goes asking for the password after locking the screen,
but in each occurrence, the was something else that was happening.

In the first instance (9.04) I don't remember what it was and I just
ignored the problem. In the second occurrence, I was logging into an
already running session that had its screen locked via VNC. VNC's
keyboard worked, but the console's keyboard stopped working.

I wondered if it was that the keyboard mapping got canned causing them
all to become dead keys so I ran the KeyTouch Editor which caught the
dead keys I had before. It didn't recognise that any key was being
pressed.

The keyboard is connected via a PS/2 connector.

If there is any additional information you require, please let me know
and how to get it. I'll be happy to send it ASAP.
