OK here is the recording. You will notice that the mouse pointer sometimes stay in the same general area but nothing happens. That's because I'm clicking like a madman trying to get something to happen.
In the bottom part of the screen, I notice that if I let tooltips show up before I try to click on an icon, I get better results.
